If you have a positive LH surge does that guarentee you will ovulate?

Also, some people (like with PCOS) need their LH to go up much higher than normal, for it to be a "true surge" for them.  For a normal person, an LH level of 15 can be a surge……for someone with PCOS, LH of 15 can be their baseline, and a "surge" for them could need to be a lot higher…..like 30+. OPK’s test for LH = 20.)
